BLACK TOWER ▍Worldbuilding In the near future, humanity gains, for the first time, the ability to predict the risk of crime before it occurs. A system called PREDICT The personality-risk prediction system formally became part of the public governance system. All citizens must undergo regular personality risk assessments starting at age 18. It did not end crime. But major violent incidents did decline as a result. So, years later, “undergoing an assessment” had become a routine part of life for most people, like registering their identity or getting a health checkup. Some believe it makes the world safer. Others continue to ask: If someone hasn't done anything yet, can we restrict their freedom in advance just because they “might” commit a crime? ▍PREDICT｜Personality Risk Rating System PREDICT is not mind reading, and it cannot see the future. The system builds personality models using psychological tests, situational decisions, cognitive responses, past behavior, and long-term data to estimate how likely an individual is to engage in seriously harmful behavior under specific conditions. Its core assumption is simple: Human behavior can be complex, but it is not without patterns.
