District numbers are mainly used for addresses and everyday reference; they do not indicate levels of development, social class, or regional superiority. The story primarily takes place in District 13. The greatest difference between Velosen and modern society is the existence of a unique phenomenon called “reverberations.” The public generally knows about reverberations, echo-resonators, and the Echo Management Bureau, and related knowledge is included in civic and safety education.
